“Best In Class” (or BIC) Contracts is an acquisition designation for federal government contracts that satisfy key criteria defined by Office of Management and Budget (OMB) guidance and that are available for government-wide use. Best-in-Class contracts are pre-vetted, well managed solutions that meet defined criteria for management maturity and data sharing. All of the category teams have worked to identify and designate Best-in-Class vehicles to reduce the amount of effort for agencies in purchasing common goods and services.

When used across government, Best-in-Class adoption:

  • Maximizes the government’s shared purchasing power, allowing agencies to leverage volume discounts

  • Helps agencies operate more efficiently by reducing administrative costs and contract duplication

  • Expands collection and sharing of government-wide buying data, leading to better-informed business decisions.
SEWP V Contract

NASA SEWP V – The NASA SEWP (Solutions for Enterprise-Wide Procurement) Contract is a GWAC (Government-Wide Acquisition Contract) managed and administered by NASA under the authority of OMB (Office of Management & Budget). Now in its 5th iteration, the SEWP V Contract provides the latest in both commodity and advanced IT / Information Technology products and services for ALL Federal Agencies and their approved contractors. With over 140 pre-competed Prime Contract Holders (including more than 100 Small Businesses), SEWP has an excellent record of responsiveness, high customer satisfaction, and a low contract administration fee.

FAIR OPPORTUNITY WHEN USING SEWP CONTRACTS – SEWP V is comprised of IDIQ (Indefinite Delivery – Indefinite Quantity) contracts, both manufacturers and resellers of IT Products / Services, across 5 contract groups (2 full-and-open, and 3 set-aside competitions). GSA AdvantageSelect Program Details

ABM Federal won a single award GSA Government-Wide Strategic Solutions (GSS) for Desktops and Laptops Blanket Purchasing Agreement (BPA) to provide HP Desktop and Laptop Computers and Monitors.

This single award BPA is part of a Government-Wide initiative to substantially streamline and standardize the procurement of personal computing devices and drive down costs.

This contract is a one year with two option years Blanket Purchase Agreement under BPA # 47QTCA19A000L. The BPA includes 27 HP base device configurations and 4 monitor choices. In addition, each model offers options and accessories to customize the configuration to meet agency requirements.

These represent standard configurations developed by the Workstations Category Team (WCT), a consortium of over 20 Federal agencies comprised of laptop and desktop computer subject-matter experts and managers of large Government-Wide and Agency-wide IT hardware contracts.

What makes GSA AdvantageSelect a “Best In Class” (BIC) contract vehicle?

GSA’s GSS Desktop/Laptop program was awarded “Best In Class” (BIC) designation in May 2017, as sponsored by OMB. Best In Class is a government-wide acquisition designation used to highlight the best, high quality contract vehicles available, thus minimizing an agency’s effort to find or create their own solutions.

GSA AdvantageSelect Desktops and Laptops BPA represents a significant shift in the federal procurement process. It establishes FAR-compliant, pre-competed contractual vehicles, allowing federal buyers to purchase any quantity of these desktop and laptop devices, and no RFQ is required. Orders can be placed directly with ABM Federal, or via the GSA portal.

Introduction to the OS4 Solution

GSA’s latest solution for office supplies and services, Office Supplies Fourth Generation (OS4), is available through the Multiple Award Schedules (MAS) program.

As the newest generation of the Federal Strategic Sourcing Initiative (FSSI) OS solution, OS4 incorporates all of the features of Best-in-Class FSSI OS3 while integrating the robust structure of the MAS.

All of the lessons learned from OS3 have contributed to the creation of OS4. This solution, combines the attributes of MAS and OS3 into a single acquisition solution that reduces contract duplication and improves efficiencies. 

OS4 provides a seamless way to purchase office supplies while fully complying with the Trade Agreements Act. The OS4 solution also provides environmentally sustainable purchasing options, is friendly to small businesses, and offers flexible delivery, product variety, and significant savings.
